Makasaysayang araw po, it’s Xiaotime! Sisimulan natin ngayon ang serye ng pagbabalik tanaw natin: REMEMBERING MARTIAL LAW @ 40. 40 taon na ang nakalilipas sa Biyernes, September 21, 1972, pinirmahan ni Pangulong Marcos ang Batas Militar. Ngunit naramdaman lamang ito ng bayan after two days, September 23, 1972. Paggising nila, walang dyaryo, walang radyo, walang telebisyon. Ngunit sa pagtatapos ng araw, bigla na lamang nagkaroon ng signal ang Channel 9. Ipinalabas ang Amerikanong kartuns na “The Wacky Races.”
Ngunit sa gitna ng paghahabulan nina Penelope Pitstop at Dick Dasturdly, naputol ang programa at tumambad sa telebisyon si Press Secretary Kit Tatad at binasa ang proklamasyon ng Martial Law, at eventually 7:15 ng gabi, lumabas mismo si Pangulong Marcos at sinabing “I have proclaimed Martial Law to save the republic and reform our society.”
Maraming inosenteng kartuns ang ipinalabas noong mga panahong iyon. Ginagawa na tayong mga behave na bata ng ating Daddy Andy at Mommy Meldy. Sa kalaunan, pinasalamatan ng kabataan ang rehimen dahil ang Hapones na kartuns na Voltes V ay pinalabas noong 1978, ngunit, bago ito natapos, bigla na lamang itong na-ban. Tsk. Sabi ng pamahalaan dahil ito sa karahasan. Nga ba? Tanong ng maraming galit na bata kung bakit itinuloy ang Daimos e pareho lang naman silang bayolente [MALI ITO, MAY ERRATUM PO SA BABA, PAKIBASA]. Noong maipalabas ang ending ng Voltes V noong 1999, alam na natin kung bakit. May subersibo palang mensahe na dapat pabagsakin ang mapaniil na rehimen tulad ng kay Prince Zardos at ng Boazanian Empire [MAY CONTENTION DIN PO DITO PAKITINGNAN PO SA BABA].
Sabi nila, walang ibinigay na pagbabago ang EDSA. Para sa akin mayroon po. Kung ngayon, kaya nating mamili kung ano ang pwede nating panoorin, sabihin / at itakda ang sarili nating buhay, noong Martial Law, ang puwede lang magtakda ng buhay nating 48 Milyong Pilipino ay ang Daddy Andy. Ang kasagutan ko na may “subersibong elemento” sa Voltes V kaya ito na-ban ay aking unang narinig mula sa pagbabahagi na ibinigay ng Likasyan na si G. Redante dela Cruz sa Sampaksaan ng UP Lipunang Pangkasaysayan na “Batas Militar sa Likod ni Voltes V” sa Palma Hall 207, UP Diliman noong 27 July 2004. Isa siyang matinding fan ng Voltes V. Nang buhayin ko ang tanong bilang pamagat ng aking lektura ukol sa Martial Law at People Power, may ilang mga magagandang komento akong natanggap na nagbibigay sa atin ng clue sa totoong mga pangyayari ukol sa pagka-ban ng Voltes V. Rod Vincent Yabes …Tungkol naman sa tanong hinggil sa Voltes V, ito ay nawala sa ere hindi lamang dahil sa temang violente nito tulad ng iba pang animated series kagaya ng Mazinger Z, UFO Grendizer at Vanguard Ace. Bumababa na rin ang ratings ng mga ito nuong panahon na iyon. Maging ako ay hindi nanunuod ng Voltes although nakapanuod na ako ng ilang palabas ng Vanguard Ace. Ito ay pinalitan ng mga local educational programs para sa mga kabataan tulad ng Kulit Bulilit, Kutitap, atbp. Nagkaroon din ng biblical animated shows kagaya ng Super Book at Flying House. Subalit hindi naman totally banned ang mga animated robot shows dahil nagkaroon pa ng “Voltron.” Ang “He-Man: Master of the Universe” ay violente rin, subalit hindi siya inalis sa ere.
At ilang araw matapos kong i-tape ang episode na ito para sa Xiaotime, noon lamang Lunes, 17 September 2012, natanggap ko ang sagot na ito mula mismo sa isa sa nag-dub ng Voltes V, ang klasmeyt kong si Bb. Celina S. Cristobal na isang manunulat at anak ni G. Adrian Cristobal. Siya na ang susi para malaman ang totoong nangyari sa Voltes V:

Celina S. Cristóbal ahaha. hindi, natigil rin yan. Dubber kc ako ng Voltes V, Daimos at Mekanda Robot. Nawala pambayad ko ng tuition bigla, kaya nagtrabaho na ako sa iba. Nagreklamo ako sa tatay ko na ba’t ganun? Violent din naman ang Warner Bros at ibang Kanong cartoons. Wala daw magawa si Marcos dahil nga Catholic Women’s League at ang daming magulang na sumang-ayon (pero malamang na middle-class at upper middle-class na pamilya; at wala namang boses ang mga bata, di tulad ngayon). at bakit magpo-protesta ang kaliwa o ibang org? Cartoons lang yan, di pa Pinoy. Nung natunugan ng mga boss ko na patatanggal ng Catholic Women’s League yung mga robot anime, binili na nila yung rights ng Candy, Candy at iba pang “wholesome” na Japanese anime.Monday at 7:02pm · Like

Cristóbal I suppose ang puno’t dulo nito ay political approval at socio-economics. 5 years into martial law, i believe, at kailangan bumigay sa lahat ng mga sektor para matanggap na mas malalim ang martial law. Tapos, malakas ang merchandising ng Japanese robot anime, and of course the evolution of violence in animation, and un-American, was too unreal (compared to the “cuteness” of aniimals), and therefore real, for the unevolved older generation. Celina S. Cristóbal well, of course you can read into the texts since that is what is available. Voltes V had a revolutionary theme, one that Marcos could have also used. It was anti-feudal, anti-capitalism, royalty, in fact anti-oligarchy. I’m not defending the man only that if you are to use texts, you should also peruse the circumstances, i.e. context, of that particular aspect. the CWL was making headlines for days, asking for the anime’s remnoval, before the govt acted on it. I understand the call was derided as well but Ms Cayetano (I hope she doesnt read this haha) was seen as rabid, unreasonable but powerful, as a constituency. Alam ko ang “excessive violence”; the subversive part i think is a “reading”, or a more plausible reason for censorship.

Magbabago ba ang sagot ko sa tanong na yan? In fairness kay Pang. Marcos, ayaw nga niyang ipatigil ang Voltes V ngunit hindi rin maikakaila na nang magpadala siya sa pressure ng Simbahan, siya pa rin ang may kapangyarihan na pumutol nito, DAHIL KAYA NIYA. At dahil dito hindi na malilimutan ng maraming Pilipino ang papel niyang ito sa kasaysayan ng kanilang pagkabata.

Well, other than being pressured by the church would say that Voltes V. Had subliminal message since the idea itself had been borrowed by the French and Russian revolutions. Of course, the state with its board of censors would ban the said show using violence as its reason, other than that, because government stations were having loss of viewers, hence the dirty tactic itself.
However, despite all these, for sure there are writers, producers, and directors took the risk in making movies carrying messages like “Sister Stella L.”
Anyways, Marcos has the power to ban, he’s the PANG-ULO, the head of state with powers enough to keep firm in his ruling.
Miss Jessica Zafra wrote in her artcles “Who Killed Voltes V?” and “Generation Voltes V” that Marcos critics claim that the banning of Voltes V was a diversionary tactic.
What we have here is a primary source, what we have before were interpretations
I see. The other Japanese robot cartoons and super shows that were banned were Striker Force (Blocker Gundan 4 Machine Blaster), Balatak, Danguard Ace, Jeeg the Steel Robot, Getta Robot, Kyodain, Star Rangers (Goranger), and JAKQ, which were aired by RPN 9 and IBC 13, which belies the claim that Voltes V, Mazinger Z, Daimos, Mekanda Robot, and UFO Grendaizer were singled out for banning just because they were shown on GMA 7.
The banned Japanese robot cartoons and super hero shows were replaced by non-violent Japanese cartoons and shows, like Candy Candy, Ron-Ron the Flower Girl, Alakazam, Honeyleen the Balloon Girl, Paul in Fantasyland, Starblazers (Space Battleship Yamato), Battle of the Planets (Gattyaman), Starzinger, Astroboy, and Hans Christian Anderson, Sa Wakas (Submersion), Space Wars, and Samurai ng Shogun (Shogun’s Samurai), if I am not mistaken.
Correction: Sa Wakas is the Tagalog title of the 1974 Japanese drama series Submersion of Japan.
If in 1979 it was Polly Cayetano of the CWL who wanted Voltes V and its ilk banned, in 1999 then-Davao Oriental Congressman Mayo Almario unsuccessfully filed a bill banning Voltes V.
